Drowning is a nationwide epidemic, claiming more than 4,500 lives annually in the U.S. (2020–2022), according to the CDC. It is the leading cause of death for children ages 1 to 4 and the second leading cause of unintentional death for children ages 5 to 14. Addressing this crisis requires systematic, large-scale drowning prevention solutions.

Drowning Prevention Action Plans address the leading causes of drowning in a specific region and provide clear goals and steps to intervene. From the U.S. National Water Safety Action Plan (2023) to state and county strategies across the country, these plans bring together public health experts, educators, first responders, aquatic professionals, and community leaders with a shared vision to reduce preventable drownings.

The ZAC Foundation is a proud partner in these initiatives nationwide, advancing water safety through collaboration, data-driven solutions, and community engagement.
